ARE THEY LEGAL?

It depends on your location. You should check with your local government agency if you really want to know.  I have heard of reports where people have been fined mostly from the noise that the fueled devices produce when firing.  If you are using a pneumatic device, than this may not be a problem.  (But I'm not a lawyer.)
